On October 10, 2016, the regular meeting of the Hill City Board of Education was held at 6:00 p.m. in the high school building room #202. The following members were present: President Owen Wiederhold, Greg Schroeder, Mike Welu, Dennis Krull and Angie Ross.
Also present: Mike Hanson, Aimee Peyregne, Todd Satter, Blake Gardner, Steve Helgeland, Chip Franke, Roxann DuBois, Jeff Anderson; Patrons:
All motions in these minutes carried by unanimous vote unless otherwise recorded.
APPROVAL OF AGENDA: Motion by Krull, second by Schroeder to approve the October 10, 2016, agenda.
MINUTES: Motion by Welu, second by Krull to approve minutes of September 12, 2016, as submitted.
FINANCIAL REPORTS: Motion by Krull, second by Welu to approve the financial reports as presented.
CLAIMS: GENERAL FUND: $105,493.02, CAPITAL OUTLAY TOTAL: $37,767.34, SPECIAL EDUCATION TOTAL: $16,856.64, FOOD SERVICE TOTAL: $12,108.00.
Motion by Welu, second by Ross to approve the above listed claims.
CONFLICT OF INTEREST AND DISCLOSURE WAIVERS: Motion by Ross second by Schroeder to approve the Disclosures for Dr. Charles M. (Mike) Hanson II.
AUDIENCE WITH INDIVIDUALS: Angie Ross attended the NAFIS conference, requested that National Association of Federally Impacted Schools information be placed on the school website and that parents be educated on the importance of Federal Funds in relation to the school; $5,000.00 grants are available, teachers should apply.
CORRESPONDENCE AND REPORTS:
~Roxann DuBois-This week is National School Lunch Week; lunch program continuing to do well.
~Jeff Anderson-Propane tanks are undergoing maintenance; had pre-bid meeting for elementary roof.
~Steve Helgeland-Accountability review went well; attended Northern Plains Law Conference; October 20th Early Childhood Screening will be held.
~Chip Franke-Book Read starting Thursday (The Energy Bus); Parent Teacher conferences were well attended.
~Blake Gardner-Parent Teacher conferences were well attended; fall sports end this week.
~Todd Satter: Parent Teacher conference configuration went over well, higher attendance; NWEA assessment given to 9th and 10th grad students, results were available within 24 hours; NCRC given to Seniors, silver and gold achieved; PSAT’s will be administered in a week.
~Aimee Peyregne: Yearly audit nearing completion; waiting on Dept of Education and IT actions to deploy the Weblink for SUI.
~Mike Hanson-Yearly audit went well, expect finding for segregation of duties as in previous years; will be attending ASBD Law Seminar.
NEW BUSINESS: Motion by Krull, second by Welu to accept the Department of Labor’s recommendation at the conclusion of Fact Finding for the District to implement the provisions of its last best offer including tentative agreements. Motion by Welu, second by Ross to approve the Hill City School District Special Education Comprehensive Plan. Motion by Krull, second by Schroeder to approve the 2017-2021 SD DOE Delegation Agreement for Indirect Cost Rates. Motion by Schroeder, second by Krull to approve changes to Board Policy sections AEA, BDDE-1, BDDE-2, and GBE.
DISCUSSION: Special Board Meeting scheduled for October 18, 2016 at 5p.m. concerning Elementary Roof Replacement Bids.
EXECUTIVE SESSION: President Weiderhold called the Board into Executive Session for Negotiations, inviting Hanson and Peyregne, at 6:30 p.m. President Weiderhold called the Board out of Executive Session for Negotiations at 7:39 p.m. President Weiderhold called the Board into Executive Session for Personnel, inviting Hanson, at 7:40 p.m. President Weiderhold called the Board out of Executive Session for Personnel at 7:55 p.m.
The next regular board meeting is scheduled for November 14, 2016, at 6:00 p.m.
ADJOURN MEETING: Motion by Schroeder, second by Welu to adjourn the meeting at 7:56 p.m.
